Municipal & Government
Interaction with government at every level involves challenges, stress, and financial risk. Local governments have myriad legal advantages and resources that outstrip those of most individuals and businesses. Experienced counsel is necessary to give individuals and businesses the best chance of success. Leonard has successfully represented individuals, businesses, and their property rights against government over-reach; argued complicated zoning cases; negotiated complex development agreements; navigated open government issues; and handled a broad array of administrative and regulatory disputes for clients under the duress of enforcement actions from a wide variety of government entities, including state agencies, cities, counties, school districts, emergency services districts, and special districts. In addition to long service as a city attorney, Leonard served as the Executive Director of the Senate Office of Bill Analysis during the 70th Legislature and on the legal staff of the Senate Enrolling and Engrossing Office during the 69th Legislature.

Real Estate
Ownership of and investment in real of estate of every kind presents an endless list of risks and challenges – all of which can be expensive. Many of these risks and challenges involve burdensome controls and restrictions on the use of private land imposed by a city, a county, an emergency services district, a special district, or a property owners association. Identifying applicable regulations, understanding options available under local and state law, and pushing back against aggressive government over-reach require experienced legal counsel. As a former city attorney, Leonard has hands-on experience with municipal regulation. He understands the broad array of potential problems and conflicts a property owner may encounter in dealing with local governments and works to craft cost-effective solutions.

Business & Civil Litigation
Leonard has practiced before Central Texas courts and state agencies for more than 30 years. He has represented individuals, businesses, and corporations, both as plaintiffs and defendants. He has successfully tried cases before judges and juries, presented cases in arbitration, and resolved many cases through formal and informal settlement processes. Leonard’s cases have involved business, financial, and real property disputes; deceptive trade practices claims; fraud and embezzlement claims; products liability claims; insurance defense; landlord-tenant disputes; usury claims; and collections and creditor’s rights.

Probate & Guardianship
Leonard has practiced before probate courts in Central Texas for more than 20 years. He has represented clients in a variety of probate matters, including will contests and disputed guardianships. Leonard understands the challenges faced by family members assuming important roles in the probate process; he has been appointed to serve as an independent executor, a dependent administrator, and a guardian of the person.
